Critics have often claimed that Berlioz was not a particularly inventive composer in the essential creation of a melody, and that his strengths lay in what he could do with a melody, with his gift for imaginative orchestration, vivid mood-depiction, and the ability to create unqiue musical textures with the tempo, combinations, and dynamics of voices as well as instruments. Whether or not the assessment of his melodic creativity is accurate, this arrangement shows Berlioz's ability to make variations on a melody that are exciting and vibrant, using those tools.
