The diplomat for whom this march was named was John Milton Hay, Theodore Roosevelt's Secretary of State. A playful march tune in 6/8 glides happily over a smoothly bouyant accompaniment. The second strain is a bit more determined and purposeful. The trio resumes the opening playful and songful tone, and the break strain has a proclamatory and fanfarish feeling to it. -
